The German government has set out in its coalition agreement a comprehensive catalogue of measures on education, research and innovation. In their policy brief "No time to lose in research and innovation policy", the members of the Expert Commission for Research and Innovation (EFI), whose Prof. Dr. Dr. h.c. Friederike Welter (IfM Bonn/University of Siegen) is a member, analyse the individual plans.

The EFI-Commission considers the establishment of a Ministry for Digitalisation and State Modernisation and the restructuring of the Federal Ministry of Education and Research as positive steps. But it also says that the ministries should work more closely together to avoid time-consuming processes between departments.
