What developments are currently being observed in below-threshold procurement law? Dr Sebastian Schneider discussed this question in mid-September at the Forum Vergabe Gespräche 2025 in Fulda together with representatives from politics, science and industry.
The IfM researcher reported on the results of the two IfM studies on procurement. The findings show that limited contact opportunities, low user-friendliness on digital platforms and excessive requirements in tenders continue to be the biggest hurdles for small and medium-sized enterprises. In addition, it is apparent that the monetary costs of participating in public procurement are particularly high for small businesses, while psychological costs arise regardless of company size.
