This article presents the findings of a research project conducted by IfM Bonn on the bureaucratic burdens faced by SMEs in the construction industry when participating in public tenders. Using the example of a micro, small and medium-sized electrical engineering company, both the actual bureaucratic effort (so-called monetary costs) and the associated emotions (so-called psychological costs) are measured and recommendations for policy measures are derived.
